Vintage Miller High Life Beer Advertising Motion Light Sign

This vintage Miller High Life Beer advertising motion light sign has a good case with no damage  and minimal wear but it did not work when we plugged it in. There are some loose wires so i don't know whether it's that or the motor is no good so it is being sold as it and it measures about 15 1/2" square.
